I can feel how important it is for you to be able to set up a filter for your Google Home/Nest devices. A few questions: what country are you located in? Have you tried to use a different phone/tablet?

Please try to uninstall and reinstall the app to make sure you have the updated version on your phone. Also, make sure you are located in a country where Digital Wellbeing is supported. For now, the feature is available in the US, UK, Australia, Canada, and Japan.

Please note that Digital Wellbeing is not supported and available in Singapore. We're always looking for ways to improve and bring more features to different regions. Keep an eye out for news and updates.
