I get a used google home speaker from my friend, already did the factory reset and when try to set up on Home App is it showing this message (kGSKError Domain error -83902.). tried different account but same result. Based in Moscow, Russia. is it affected also the Home App is not available anymore in Russia no way to update the app.

On iOS it is unable to set up Google Nest Hubs, only if you set your phone or tablet language and region to the same you would like to use the Google device.
If you would like to set up English (UK) on Nest Hub, then your iPhone should be set to English and Region UK.

Restart your phone and then you can finish the setup.
