Bandwidth Use with Multiple Public Viewers

I would like to use a Nest camera as a public webcam. Does data use from the camera increase with multiple people viewing the video stream or or are they viewing it from a cloud storage location? The camera would be located at a site with a bandwidth limited DSL internet connection.
