Trying to reset Nest camera from previous owners account. I have no way of contacting the previous owner but need the camera activated. Can anyone help me out?

You could try contacting Google Nest Support (https://support.google.com/googlenest/gethelp) to see if they can help.

The Google Nest Help page on this implies that you have no recourse besides having the previous owner remove the camera from their account:
