Can not get my nest cam to set up with new goigle wifi system didn't have this issue with my linksys router

Some people are reporting a similar problem. I think your best bet is to speak with a Google Tech over the phone. They are open 24/7 (I think). Here is the link to get you started to set up a phone chat.
