Nest camera goes fuzzy with black horizontal lines when dark

Our nest camera is very fuzzy (static) and has several dark horizontal lines that move slowly down the screen when it's dark outside. it clears up mostly when it's light. I've tried toggling between night vision, and standard vision, and that doesn't produce the same effect. What could be the problem?

I experience the same sort of thing. It's hard to nail down. It seems to happen when my kitchen lights are dimmed. It doesn't seem to happen when the lights are bright or completely off. We have LED flush mount lights on a dimmer.
