Assistant won’t control nest cam outdoor (battery)

Nest cans set up correctly in Google Home app and visible and controllable in the app. Cams are controllable using home away routines but not using any other routines or voice commands. “Hey Google, turn off the front door camera” gets a response of “Sorry, it looks like that device hasn’t been set up yet. You can do that in Assistant settings”. This is despite being clearly set up in the correct home.

We've had Google Nest cameras for years and are not aware of any capability to turn the cameras off or on via a Google Assistant voice command.
