Only by making them a member of your Google Nest "household", in which case they would have complete access to everything.

Thanks. Once identified as a household member do I need to install the app on their phone or they'll only get a text notification of intrusion but still have full privileges.

Looks like they would distinctly have household membership and notification only membership.

There is no such thing as "notification only membership". A member of a Google Nest "household" has FULL access to all devices in the Google Nest "home/structure", including adding and removing other home members, including you, and they determine their own notifications. And yes, they would have to install the Google Home app on their phone or mobile device.

IMO, that is similar to granting admin privileges to everyone on a network. Weak.
