Can’t connect chromecast to tv

I am trying to set up another Chromecast device on a TV that previously was connected. I’ve gone into my home and I’m not getting the welcome screen on my TV. I’ve gone into the chromecast.com/set up and nothing happens. I’ve never had a problem setting up one of these before this will be the fourth one on my home.

The setup webpage just tells you to install the Google Home app on your phone or tablet. That's what you use to do the actual setup.
