I've dug out an old chromecast ultra. I reset it and plugged it into a TV. The get the app screen appears on the TV but the home app doesnt see it when I try to add new device. The colour of the led is solid white on the back.

That's extremely odd, and you said you cannot see it in the Google Home app, so you cannot reset it from there? Are you able to attempt it from another television?

Another issue could be if you're not located in a supported country, since Chromecast devices make act different if you're in an unsupported region.
