You can cast from a laptop. You have to use the Chrome Browser

There are two ways to cast from a laptop; either by casting a tab or using a cast-enabled website:

Unfortunately, in order to setup your Chromecast device the first time you have to use the Google Home app. That is only available on compatible phones and tablets. You can't use your laptop to do the initial setup.
