Trouble setting up Chromecast

I am having a lot of trouble setting up the Google Chromecast with Google TV to cast my phone to my TV. I have a Motorola phone that's new and the brand name of my TV as a specter. I have a hotspot on my phone it is supposed to be able to connect with the Chromecast device, but it is not. Any help would be most welcome. Thank you!

Are you not able to set up your CC on your home network, or do you not have wifi where your tv is ?
