Trouble finding my chromecast in the google home app

The google home app will not find my chromecast in the "set up new device". My chromecast is plugged into the tv with white light flashing. I have made sure that Privacy settings are on for Google Home app. I have rebooted my phone. How would I know if the chromecast is connected to wifi?

I did a factory reset on mine and was able to get it to connect.
