Yes there are people that use the Chromecast with a phone Hotspot. I don't think all apps will work but the majority of the traditional apps should. During setup you might have some issues, might need to use a third device for the setup, or do what a lot of other users do, set your phone Hotspot to the same SSID and password as the one that the Chromecast already knows about.

To add to InstantBits great advice, you will need 2 devices to set this up and here's how it generally works:

Turn on the Wifi hotspot feature on a phone or tablet. If you're not sure how to do this, refer to the manufacturer's support website.
Connect a second phone or tablet to that Wifi hotspot.
You can then use that second phone or tablet to setup your Chromecast and connect it to the Wifi hotspot on the first phone or tablet.
