Unable to download Device utility app to activate Chromecast

Hi all, I'm trying to activate my new Chromecast and as a result need to install device utility app. Navigation using provided link results with infinite "loading" Play market with spinner.

How else could I find and download the app?

I'm located in Poland, using Pixel 5 phone.
