Chromecast 3rd Gen not prompting for a pin from iOS

Trying to set up a Chromecast on a large guest network. The intent is to let a patient cast to their TV but not have anyone else connected to the guest network cast to it. Thought we could accomplish this via guest mode.

Guest mode is set up on the Chromecast and the pin is visible on the screen

When both the ios (or android) device are on the same network as the chromecast, you can cast to it without ever being prompted for a pin.

If you are in the same room as the Chromecast and NOT on the same wifi as the chromecast, it does not show as an available casting target

ios 15.6 iphone 11

System Firmware:291998

Cast Firmware:1.56.291998

I thought Guest mode would allow you to cast to a chromecast without being on the same network.
