Photos App video stuttering and pausing when casting

I'm having issues casting locally recorded and stored 1080p video using Google Photos app to Chromecast with Google TV. The video plays but will stutters and freezes often. The same video will cast fine (and in better quality) using any third party casting gallery or video app so the issue isn't bandwidth. Photos app seems however to cap output to just over 500KBs when casting and all other apps go higher. Phone is Oppo A74 5g running lastest ColorOS 12 (Android 12). The issue though seems completely tied to the Photos App. Which seems odd as one would think Google's on casting gallery app would work best in it's on casting eco system. Any ideas or fixes would be great thanks.
