Order of apps on TV screen

How do I change the order of supported apps displayed on my TV screen when using Chromecast with Google TV (4K)? I only use 2 or 3 apps and don't need all the others displayed. The onscreen order puts more favored apps at the end, not the beginning.

I know how to change the order, but I have been having a related problem. Over the last few weeks, whenever the device restarts, the order goes back to some weird order my main apps at the end. I then set them up the way I like them and then, after a restart, they go back to the strange order. Anyone else seeing this?

To move apps by the way, cursor to the app with the remote and hold down the select button until you get a menu which has a "move" option. Select that option and the rest is pretty straightforward.
