I was wondering if I can take my Chromecast to the Philippines and still use and watch from my account? Hopefully having US TV?

That very much depends on the service you're wanting to watch. Most providers geo-block their content from being viewed in countries outside of where they hold the rights to broadcast the content available on their platform, so your mileage is going to vary here.
