If there is no wifi or internet, is there a way of using chromecast to stream downloaded foxtel movies to a TV?

No, I'm sorry, you can't use a Chromecast device that way.

All Chromecast devices require a network with full internet access at all times.

You can try using an HDMI cable from your phone/tablet instead.

Samsung have stopping providing HDMI support foe their phones by not installing MHL which is needed. I'm so angry with them.
