Casting from android phone

My question is, does the chromecast device have to be connected to a wifi network in order for me to be able to cast to it? I want to be able to cast to it when no wifi networks are available, such as when we're using our motorhome and no wifi is available. I don't want to use my phones hotspot for internet. I just want to use my phones data and cast it.

Chromecast requires Wifi and an internet connection to function. You won't be able to cast to if it's offline, that's not a feature unfortunately.
