ed mGoogle home can't turn on bluetooth

So I received my new chromecast today and have spent the last five hours trying to set it up. First I tried to download google home to one of our smart phones. None of them would work, it just said this device is not suitable or some such message. So I downloaded an adroid emulator, and success, it downloaded google home. But every time I try to add a device it says 'turning on bluetooth' and then it gets stuck. Bluetooth is on, it works fine on my headphones, what am I doing wrong?

Home app requirements:

A Google Account

A home Wi-Fi network

One of the following mobile devices:

An Android phone running Android 6.0 or later
An Android tablet running Android 6.0 or later
An iPhone or iPad with iOS 12.0 or later

Can you provide more details about your phone model and operating system?
