Once i have done hard factory reset ony chromecast the led is showing always blue color and the output is the connection page of chromecast for 45 sec then black output and i have tried to make another reset without any action once i press and hold the button on the chromecast

I know how challenging it is not having a working device when needed. I'd love to help.

A few questions:

What Chromecast device we working on?
Is the Chromecast plugged correctly into the TV and power source?
Has the Chromecast ever worked with your TV?
Is there any LED light on the Chromecast device? If yes, what’s the color of the LED light?
Is the TV tuned to the same HDMI input where the Chromecast is plugged in?
