If I use vpn on Mobile phone for foreign programs, can I cast my mobile to Chromecast to watch on TV?

Probably not.

When you cast, the service talks directly to your Chromecast. It doesn't go through your phone.

At that point, it will probably realize you are not where you say you are. Also, Google does not support the use of VPNs.
