Setup New Chromecasts without google account like you could with legacy chromecast

Can you setup the newer chromecasts(white dongle), the way you could setup the legacy chromecasts(that used to be a black dongle) to where you dont need an account signed in? The newer chromecasts show a more smart tv type home page vs the old chromecasts used to have a plain background when you weren’t casting to them.
