only two chromecasts show up for speaker groups out of three

I have three chromecasts with Google TV all purchased at the same time. All three are connected to Google home. When I go to create a speaker group, only two of them show up. All three of them are on the same Wi-Fi network. How do I resolve this?

Please do not tell me how to use the app to create groups. That will only frustrate me as I've already done that.

All the devices including my Google speaker, which I DO NOT want in my speaker group.

All of the choices when I try to make a speaker group.
