Chromecast ad-hoc network from set-up is always visible

So I've set up my 3rd gen chromecast which was fine and it works, albeit the connection doesn't seem to be great. I've found that the ad-hoc network it created during the set-up process is permanently showing as an available network to be connected to (when scanning available wifi networks from my phone, 'Chomecast.b' is the first one on the list!)

Any ideas why this might be? I've a number of other Nest/Google devices without this issue. There's no security on this Chomecast.b network so would rather not leave it. I've tried factory resetting it a few time but no change.

That network is only advertised when your Chromecast is not connected to Wi-Fi.

That's what I thought, I've seen that type of thing pop up with the speakers when the router is rebooting. Except in this instance the Chromecast is connected to wifi - I'm using at this very moment for Netflix, hence my confusion. Very odd...

Could it be someone else's Chromecast near you? I've never known it be connected to Wi-Fi but still broadcast its setup network.
