reboot your chromecast and your phone, as well as your router to establish new connections, and let me know if this works out.

I was able to cast youtube from cell phone to TV.. Tablet still nothing its a smart tv

I'm going to need more details for sure. What kind of tablet are you. The fact that your TV is a smart TV doesn't really matter because you're using a Chromecast correct? For all the devices on the same wireless network. What exactly are you trying to cast to the Chromecast?
