So, I have a chromecast with google TV, and both my TV & Receiver support eARC.

My question is, should the chromecast connect to the receiver or the TV?

That is a great question, I believe this is a matter of preference. The TV eARC port needs to be plugged into the Receiver eARC port.

If you have other components plugged into the TV, I would plug the Google TV into the TV as well so you only need to switch inputs on the TV.

If your other devices are plugged into the receiver and you have enough ports to plug the Google TV in, I would plug them in there as well. This way you only need to change receiver inputs. If you are needing to switch to a receiver input for one thing and then change the TV input for another it is a cumbersome experience.

The quality should be the same with either option. Let me know if you have further questions.

I guess one important difference is that when the receiver output goes to the TV then the TV can display the GUI from the receiver which is nice...
