chromecast remote not working and wont reset

Hi, Im trying to pair a Chromecast with google Tv Remote to but i am unable to reset the remote and enter pairing.

(taken from another chromecast that isn't used much, as original remote broke )

i have followed the instructions here: https://support.google.com/chromecast/answer/10070837?hl=en

and also https://support.google.com/chromecast/answer/12934376?hl=en

when batteries are inserted after 5 mins, the light turns on for about a second and then turns off.

if i hold the home button, the light turns on for about 7 seconds and then turns off.

this is with fresh batteries
