I'm pretty sure that Spotify only allows one stream at a time per account and this restriction still applies even if you have either the Duo or family plans. To have two separate streams going simultaneously, they'll each need to have their own Spotify account and if you want them to be able to start the streams with google assistant, they'll also each need their own google account (that has been trained to recognize their voice) linked to their Spotify accounts.

I have two Lenovo Smart Clock 2 at home and now I want to listen to different Spotify streams on each clock. I have two daughters, each has their own clock and one wants to play Dua Lipa and the other wants to play something by Harry Styles. But if one is playing and the other starts playing a different song on his clock, he is taken over and so they cannot both play a separate song. Is that possible?
