My onn. Google TV Full HD Streaming Device wont let me cast.

I have the onn. Google TV Full HD Streaming Device. One of the benefits of the device was the built in Chromecast. My last Chromecast became useless because I wasn't able to use my portal sign in. I live in an apartment complex that uses white sky public Internet with a captive portal sign in. I have set up Google TV and can watch TV w/ the remote just fine but the casting option won't even show up.

+I'm connected to the same wifi network

+I've named the Chromecast

+It's fully set up

The device just won't show up in any app I try to cast. When I checked my another device also connected to the same wifi network it didn't show up either. How can I solve this?
