Cannot pair earbuds to Google TV Streamer 4K

I have tried 3 pairs of ear buds. They can all pair to a Chromecast with Google TV. None of them can pair to my new Google TV streamer 4K. Each set produces an error that says, 'Cannot pair'. No other information is available. 2 pairs are Raycon EveryDay Earbuds, less than one year old. The other pair is Soundcore P20i.

Can anyone offer a suggestion?

I solved the problem by downloading an OS update. I was able to pair the earbuds,
