As you've discovered, Chromecast with Google TV does not include a web browser.

There are instructions on how you can add one yourself, but keep in mind that most browsers aren't designed to work with the remote or the limited actions to provide input.

Do a Google Search:

You'll find articles about what you can and can't do.
