2nd gen chromecast wont’ setup

Chrome cast powers on to orange light briefly then goes to white with the google logo on the tv. The logo then disappears while the white light begins to flash, white light then goes to a pulsing sequence varying in brightness then flashes orange before starting the sequence all over again and displaying setup issue. I have tried factory reset, unplugging for 10 mins and unplugging for 48hrs with no luck.

Try to plug the streaming device into a different HDMI port on the TV.
If you continue experiencing the same situation, test the streaming device on another TV.
