Audio but no video casting local files

Hi everyone. Why doesn't the image of my local files get cast? I would appreciate any suggestions or advice.

I have a home video MP4, for example, that I would like to cast to my tv using Chromecast. But I can't, despite weeks of effort. No picture, just sound.

Here are the things I have tried:

Using different devices, all on the same network (Windows 10 desktop, S20, Asus tablet...)
Different files with different extensions (mp4, avi, mkv)
Different apps, though I prefer using VLC
Adjusting casting settings in the apps (eg, turn off hardware acceleration, audio passthrough)
Allow an app through the firewall (VLC, etc.) in my Windows network settings
Make sure my Network is set to private not public

I started using a Chromecast gen2. I tried to factory reset it but I couldn't even get that to work. So, today, I went to the shop and bought a new Chromecast gen3. That doesn't work either.

Two curious things:

My Chromecast can cast streaming services like YouTube without any problem.
I was able to cast local files without any difficulty from any device to my European gen2 Chromecast only weeks ago. I've just moved from Europe to North America: I left that stuff there and bought new devices here. There, CC worked perfectly. Here, it doesn't.
