The ISP provided router / Wi-Fi does not reach all points in my house. I have Ethernet cables from the ISP router to the points in the house that the Wi-Fi does not reach. However, I would like to have Wi-Fi in those areas of the house. If I purchase a Google Mesh device and plug the ethernet cable from the ISP router into the Google Mesh device, will it give me Wi-Fi in those areas of the house?

Yes but there are some important things to note here.

Google Wifi and Nest Wifi are designed to replace your ISP router. If possible and supported by your ISP, you can remove your ISP router. The first Wifi device you setup becomes your primary Wifi point, replacing your ISP router. Not all ISPs support this however, and you may need to keep your ISP router, placing it into bridge mode if you experience issues with something called double NAT.

To answer your original question, if you need to keep your ISP router, you shouldn't hardwire all the Wifi points into it. For correct operation, your Wifi points want to be behind your main Wifi point, not all connected to your ISP router. In your case, it may be the simplest way to achieve that is to get yourself a non-managed switch and connect them like this: ISP router > Primary Wifi point > Switch > Additional Wifi points. You would also want to disable the Wifi on your ISP router and connect all your devices to Google Wifi / Nest Wifi.

Detailed information on hardwiring devices here:
Hardwire Wifi devices with Ethernet - Google Nest Help
