Screencast on Chromebook

Does anybody who has a chromebook know why the screencast app won't leave my toolbar? I have never used it in my life and when I click on the app it doesn't even work properly. When I hover over the app it doesn't give me an option to close the app so it's just stuck there and I have restarted and shut down my computer multiple times and nothing is changing. Any ideas?
