Can't add device to Google home routine

Unable to add a device that is visible under devices section of Google home app to a new routine. The device is added and it's functioning in an existing routine.

Thanks for posting—let's get this sorted out. A few questions: what type of device are you trying to add to routines? Is it showing in the Devices tab within a room or under Other cast/Local devices? What’s the action you’re trying to add to the routines?

I have the same problem and I contacted in this case VOCOlinc, and they said that they don't support Google Routines anymore, It was worked before and is still working with exiting routines, but if I want to add the bulbs to a new routine or change them, it is not possible.
