topic Can Only Turn Light On At 100% in Home Automation

Since the Google Home app updated some time ago, if a light is turned off I can only manually turn it on to 100% and then dial it down to something more usable.

In the previous version of the app I could turn it on to whatever % I wanted. It's kind of jarring having to turn a light on at full blast before lowering it, curious why the new version of the app doesn't allow this.
