Can you confirm that every single device you want in the group is connected to the same Wi-Fi network?
What specific type of devices are missing from the list?
Are all the missing devices currently powered on and active?
Do all the devices belong to the same 'Home' structure within the Google Home app?
Have you tried any troubleshooting steps so far?

In the meantime, I'd suggest the following steps:

Make sure your phone or tablet is connected to the same Wi-Fi or Google Account as your speaker, display, streaming devices, or Pixel Tablet.

Yes, I'm on the same network. The updates are done. I've reinstalled. I can see them all in the Google Home app, but not all of them in the groups.
