I have automations (announcements) scheduled at certain times and they are starting 2, 3 or 4 minutes late. Why?

Which specific device is set to play the announcements? This article might be helpful: Google smart speakers and displays.
Does this delay happen with all your automations, or only those that involve a custom "announcement" action?
Are these automations set up as "Personal Routines" or "Household Routines"?
If you create a brand-new, simple test routine for one minute from now, does it also experience the same delay?
