Does anyone know if the nest wifi is compatible for Costa Rica?

Nest WiFi is supported in these regions: Australia, Canada, France, Germany, Japan, Singapore, United Kingdom, United States (except Puerto Rico). It may or may not work properly in Costa Rica, but if you run into issues, Google support is unlikely to provide assistance.
