Factory Reset Google Nest Router but can’t setup in Home app

I did a factory reset and have tried to setup my router but get the message in the pic above “DSN resolution failed.” I tried to turn on setup WiFi but that requires a password and the QR code on my router is not working. It sends me to a google search for Xbox issues. Help is appreciated!
