New Nest Point Not Pairing

I have a new nest point which never pulsed white light for setup and factory button reboot didn't work either. Any other suggestions or do I return just it? The power is fine, the lights on top are solid white. Thanks, Matt.

Make sure you are following instructions carefully. Factory reset can take up to 10 minutes.

Understood, but the blue light never came on and the reset didn't take whether I tried powered on or off, Thanks, Matt.
