I purchased a 2pack Nest Protect from Costco in May 2022 and one has a failed sensor (3 months old). They were manufactured in Feb 2022. Costco is only offering a return. I want a replacement. How do I file a warranty claim. I can't find anything online.

The best way to do that is to contact the Google Nest support team.
