Google Mini hangs on update during setup

It’s a nest mini gen 2. I’m on iOS on an iPhone 14 and Google Home app is up to date.
Have tried factory resetting device multiple times. Tried connecting to a different access point and different wifi network. Still behaves the same and hangs when at the updating device stage.
