I think I might have found a solution. If you’re looking for a way for her to be able to call you in case of emergency when she can’t reach the landline phone, set up a Google home profile with your cell phone so you can get the text to verify the phone number. You can add a couple people to her contact list and she will be able to make an outgoing call to people in that list. It won’t call emergency services. I think this only works in the US currently. I tried it with my own phone and was able to make calls on my nest hub when my cell phone was turned off. I’m going to set this up at my grandmothers house in case she falls or something and she can still use her landline for normal calls. I’m no expert by any means, but I hope this helps!
