If you have already tried power cycling the unresponsive devices, the nest step would be to factory reset them.

Step by Step here: https://support.google.com/googlenest/answer/7073477?hl=en-CA#:~:text=On%20the%20bottom%20of%20Home,that%20the%20device%20is%20resetting.

What is power cycling? If I have to factory reset, do they need to be added back to my network of Google devices again?

Sorry, Power cycling is unplugging it for about 30 seconds then plugging it back in. For a factory reset, yes you would need to re set them up in your google home, but that is fairly painless and only takes about 2 minutes
