I appreciate @RachelGomez123 for helping. To confirm, are you trying to set up your Google Home Mini to a mobile hostpot? If yes, you will need two mobile devices for this setup (one will serve as a router and the other to be used to set up your Google Home Mini). Please note that we do not recommend connecting your speaker to a mobile hotspot because the connection is not as stable as the home network.
